Egmont Group spotlights virtual assets and Financial Intelligence Unit cooperation at UNCAC

Virtual assets were a central focus at the Conference of the States Parties to the United Nations Convention against Corruption on 16 December 2025, where the Vice-Chair of the Egmont Group’s Information Exchange Working Group, Yuval Rabin of the Financial Intelligence Unit of Israel, addressed how Financial Intelligence Units are responding to corruption-related money laundering conducted through virtual assets.

He highlighted two core points: the role of Financial Intelligence Units in tackling corruption-related money laundering through virtual assets, and the Egmont Group’s support to member Financial Intelligence Units through a secure web platform for information exchange and the working group’s practical products.

A key message was that virtual assets introduce speed, anonymity, and global reach, and that Financial Intelligence Units are adapting rapidly. The discussion pointed to specialised crypto-investigation units, advanced blockchain analytics, and regulatory tools such as the Financial Action Task Force Travel Rule as elements strengthening Financial Intelligence Unit capabilities.

Cooperation was presented as essential both internationally and domestically. Internationally, the Egmont Group supports cooperation between Financial Intelligence Units. Domestically, cooperation was framed through public-private partnerships, including engagement with Virtual Asset Service Providers.

The Information Exchange Working Group also highlighted resources designed to support operational work. These include an updated electronic catalogue of regulated Virtual Asset Service Providers, now containing over 2,500 entries, and a report on virtual asset abuse for terrorist financing that outlines emerging typologies and best practices.

The overall message was that virtual assets require innovation while reinforcing Financial Intelligence Units’ comparative advantage: access to cross-sectoral data, strategic analysis, and global connectivity. Through collaboration, innovation, and shared expertise, the Egmont Group emphasised ongoing efforts to strengthen global AML and CTF outcomes.
